The SCO Summit and Criteria for Analysis

The Summit of the Shanghai Cooperation Organization (SCO) member states concluded on June 17, officially launching the organization into a new phase of development.  At the summit, several new documents were signed important those approving the observer status of Mongolia and launching a new SCO counter-narcotics initiative. Additionally, several new proposals were made, including one to launch and SCO-Afghanistan contact group.  This meeting concludes a monumental year for the SCO: an August 2003 multi-nation military exercise, the launch of the SCO Secretariat in Beijing, and the launch of the SCO Regional Antiterrorism Structure (RATS) in Tashkent.  The SCO is now a “full-fledged” international organization.  It can now finally move forward in assisting the economic and security of its members. The following is a summary of the details of the SCO summit and several criteria developed to help judge the future successes of the Shanghai Cooperation Organization.
